How to finish Pirates day achievement today?

There are some guys on the roof in Booty Bay where the event npc spawns and keep her dead since event started, does that mean no achievement this year?

edit: they do it by turning booty bay rep hostile, so they can kill whole town
edit2: sorry my bad, she spawns at 10:00 realm time, those people were just camping before it happens
