WotLK icecrown and it's custom pvp gear

why does S2, S3 gear costs Arena Points instead of Honor Points? also Why S4 gear is not even avaliable?
These are old gear pieces. they are outdated on 3.3.5a. I would love to hear decent explenation behind this.

honestly can't think of any good reason why this is done. or nobody know's about this therefore it's not fixed which seems highly unlikely on server with population over 10k.

If we go by the custom gears/prices here, why not make everything custom? I would understand this kind of thing on insta80 realm but on blizzlike...this is contradictory.

Its so people have to donate and get them for coins for transmog to get them fast
