WotLK Addons not working (correctly)

Hi,

I have recently installed Windows 10 Pro N and I tried reinstalling my addons, but I can't get them to work.
I installed Bartender4, but it doesn't work. It does show up in the addons list when you can select your character. But when I type /bartender4 nothing happens. I also don't see an Addons tab in game under Menu > Interface. I have also installed GearScore Lite and that works fine. So it can't be the addons or interface folder. Thinking it could be a Bartender4 issue, I tried an alternative: Dominos. My action bars disappeared (suggesting that the addon works), but I still didn't see the Addons tab in game under Menu > Interface.

Things I have checked already:
- I'm not placing the .zip files, but the extracted content in the addons folder
- There is no extra folder (i.e. ...\Bartender4\Bartender4)
- Addons are placed in the folder: ...\Interface\AddOns\Bartender4
- Bartender4 is listed when I press on Addons on the character selection screen
- Load out of date addons is checked
- I have closed WoW, deleted the Interface folder and started WoW again to create a new Interface folder. Closed WoW and placed the addons.

What is the issue here?
