WotLK Heal nerf in arena

Is it normal that my heal are nerf in arena,

around 10% less than in dalaran place ?

"Patch 3.3.2 (2010-02-01): All healing abilities (including items such as potions) will be decreased in effectiveness by 10% when in Battlegrounds, Arenas, or Wintergrasp. "

This was the first blizzard attempt to prevent arenas with healers to last forever which ended up with the dampening effect added on pandaria I think it was.
