No, there's no transfers from other servers possible.
I'd suggest removing the other server name from your post.
Blackrock is also instant 80 realm where you get relentless set for your character along with TOGC starter gear available for gold (you get 20k gold). ICC normal gear and wrathful off-set available for honor and ICC HC gear and wrathful set available with appropriate arena rating.

I play on Blackrock (aka old AT since 2014) (insta 80) I'm just Russian and I have a lot of characters another server and I don’t want to play on that garbage server, but on Blackrock I have only 1 character
It’s sad that there is no transfer
