Add Tier 9 and 10 pve emblem gear for all classes on LK realms

What do you mean? It is available, I don't see what you're suggesting.
Unless you want it for transmog, which is pointless since you can't transmog other classes' gear, you can get it from voa, but you can't transmog your mage to look like a priest and so on.
You can get ICC items that look the same as set items.

T9 and T10 is available on wrath realms throughout Dalaran. T9 is sold by specific armor type vendors throughout the city while T10 is sold by the generic vendor in your faction's area, a few generic vendors around the city and class vendors inside of ICC.

you can find t9 and its upgrades (bought with eot+trophy or eot+mark/chest) outside ToC and you cna find t10 and its upgrades (sanctified and sanc hc) inside ICC.

also, you can find PLATE t9 and t10 inside the dalaran blacksmith, MAIL and LEATHER t9 and t10 on a side shop near the alliance bank of dalaran and CLOTH t9 and t10 in a side shop in front of the violet citadel / alliance tavern, also in dalaran.
