Why Frostwolf is so low populated?

I want to start a new character in Pandaria, but the lack of people on Frostwolf it stop me from do it

Because the server isn't being fixed often enough and as a result there's a load of bugs still present on it.

To me the real question is why Icecrown is still high populated, the only "fresh" things happening there are arena seasons reset every x months. Wow isn't diablo 3 or poe, the grind is not limitless.
