Just pay a random tank on global 50-100g and he'll que with you if you don't wanna wait.

There are enough tanks, just not enough to supply the whole realm with instant dungeon ques throughout the day.

Yes, I get instant q as a tank all day long at all levels except around 45+. At that level I get a dungeon every 10 minutes or 20 the longest. I'd say that both tanks and healers are the way to go if you want to speed up your leveling and have exceptional gear at all times.
