WotLK New RDF cooldown system? O.o

We had 1 person leave RDF and we can't requeue as we now got 15m cooldown? Whats up with this?

I was kicked by "omg HoR too haaaard players". Got punished and wasted 15mins with 0 fault of mine, thanks. Cant wait to see what's next.

You can forget about dungeons, i just got removed with all 4 players and the reason was BOSS BUGGED but the boss works its all a trolling act now preventing others to go in rdf and that timer for cooldown will backfire and GM's will remove it. Why are they preventing us to grind emblems? this will be removed there will be many comments like this. Please..its 2020, no need for downhill moves like this.

Would be nice to get a staff response. Now, you can just leave without 30m deserter. It is odd.

Example of what happened today:
5/5 joined. 1 DPS left.
20 minutes later, we couldn't kill last boss in Shattered Halls so I just left (being the 4th person) expecting 30m deserter. but nope.
