Development required to make a high quality server for any expansion is insanely high. It's not just adding some spells and maps, all instances need scripting, old scripts might not work with new engine and even more issues that come along with it.
It's not worth making BFA when it will be buggy, broken and people will play for just a month or two then ask to transfer over to WOTLK once they see it's crap.
Classic is just ****.
