rogue has 50% debuff and shadow priest 20%, when they attack someone, does the anti healing stack making it 70% less healing?

Yes.
Healing debuffs never stack and the highest one is applied.

what about warriors with overpower on cast+mortal strike?

Warrior OP is a special case.
It stacks with his MS and reduce 75% healing when both are applied
