Are twinks 39 alive ?

I think I've seen a group for two on the forums arranging some 39 twink BGs. Unless you catch them I doubt you'll ever see a BG pop.
I recommend sticking to 10-19 or 70-79. They're the most active brackets.

I'm leveling an alt and I'm at that level range. At around 20h ST, I queued BG and in 1min it poped. All twinks.
