NPC wont give me the First Aid quest.

I tried to upgrade my First Aid skill since I didnt use it while leveling and Doctor Gregory Victor (the Trauma Surgeon in Arathi Highlands) wont give me the quest.

You need to be level 35 and have 225 in First Aid to start the "Triage" quest. I have both. But it simply isnt there. If I interact with the quest giver he will say:

"You have learned all that I am able to teach you at this time, Doctor [Name]. Return to me when your practice has expanded and I shall train you in the ways of the more advanced medicinal arts."

What should I do ?

Why do you want/need this quest? You don't need this quest to advance further in First Aid. Just go to trainer in SW or Dalaran and learn 300.

I'm on Horde side.

I found the solution: the NPC in the Valley of Spirits, Arnok, gives you a quest: "Horde Trauma" that leads you to Doctor Gregory Victor in Arathi Highlands. After you finish the quest and recieve the itens, you dont progress to Artisan First Aid. You have to go back to Arnok, he can train you to Artisan First Aid.
