WotLK Question regarding hit rating ele-pvp.

Hi, my question is simple, I didn't get the point of almost every sham to play with valanar ring+ashen ring+draenei racial only. I mean the number of lb, flamshock, windsear missed vs pala/ne are countless, in my opinion playing with the necklace silent eulogy as well is the best way to have literally zero miss vs everything (pvp) speaking, having a yellow socket the loss of resilience is 40.
I'd like to hear more opinions about this.
