Realms PvP options(lower levels)

Is it possible to seperate BGs for players 10-14 and 15-19? I think that option would bring much more fun and fair fights since I've seen 12,13,14 lvls playing in BGs where all 19s are twinks or full heirloom players.

You'll just be stuck waiting longer queues or having new level 14 twinks.
Sure, it can be done, but considering queue times, not sure how smart of a move that is, unless someone is twinking level 14 already.
