Most of the time you will find Bloodsurge more useful, due to its high spell power and gemslot.

When playing with Valanyr, the chances that you maximize the weapon usage are very low, because when you are getting the proc you might get CC-ed or cannot cast spells for different reasons, this resulting in being unable to stack that shield in very high values (the main thing that usually happens is the extra shield from Flash of Light hot applied on Sacred shield, which is tiny).

Valany'r might be useful in battlegrounds, if you will be allowed to spam continuous spells for atleast 10 seconds. This weapon shines for holy paladins because of the huge crit spams you can do in PVE with holy light, but in pvp it is a diff story, as described.
