Yes, its fair. Your chance in beating them is higher like when a max lvl player attacks you. A Multiboxer is also easier to avoid than 80s who decide to gank you.

Thats not true. Alliance has more multiboxers ,more gadgetzan/sholazar basin gankers and also guys who camp FOS enterance
