Lvl 39 with 100% mount??

So questing in Stranglethorn vale as if wasnt bad enough with all level 80s but a level 39 twink jumping out and chasing you with 100% mount against 60%? When did this happen? How can level 39 have 100% mount?

It's becausese the mount requires only level 20 to use it.

Wouldnt that turn to a 60% speed tho? seen it before but not 100% at 39

I had celestian steed on my hunter lvl 20 ans it was. 60#move speed until i hitted lvl 40 it should work like that but idk maybe its just visual bug
