Moving PvP quests to opposite faction capitals will just lead to people crying about the non-stop capital invasions / being killed / auctioneers being grieved and so forth. That's why the weekly PvP quests are in a PvP zone like wintergrasp where only people who wanna experience (or are aware that they could experience) PvP are forced to PvP.
