X-53 Touring Rocket

Hello, have anyone bought this? Does anybody know if this mount is bind on account? I have bought Big Blizzard Mount from store and it's account wide meaning i can share it with other characters from my account and I'm curious if rocket is account-wide too.
Also what is it's maximum speed? 150% or 280%?

Unfortunately that article is new (says it can be used as ground mount) and since MoP all mounts are bound on account. For example in Wotlk Swift spectral tiger is consumed when used, while Big Blizzard bear is account wide. I wanted to know which one is the case for X-53.
