Enhancement Shaman problem. Windfury weapon % proc

I have big problem with my WF % proc. I have the glyph and it must be 20-22%, but it is only around 13-15%. That is lowering my dps a lot and i need help fixing it. Can someone help me?

20 or 22% (with glyph) is the chance for your Windfury to proc. It's not percentage of your total damage done. Because Windfuey has a chance to proc when you hit the target and also it has 3 secs internal cooldown it's really depended on your melee swing timer.
For example if your melee swing timer is 1.2s => each 3.6s (3rd hit) you have these 20-22% chance to proc your Windfury. This is also one of the reasons why BiS shamans use haste build to drop their melee swing timer as close to 1s with all procs and buffs thus not losing additional procs by Windfury.
If your melee swing timer is 1.1s => each 3.3 sec chance to proc.
Anyway on base my experience and logs Windfury always does damage near 1/3 from your melee hits. Considering that your melee hits will be somewhere around 35-40% from your total damage done => that 13% for Windfury is normal value.
I see nothing wrong with Windfury.
