[ANSWERED]Is lottery a fraud?

Have been playing the game for some years now, and find really interesting that on several ocasions a player wins the lotterry twice in a row, i mean, when there is about 3500 tickets, and supposing he has half of them, its a 1/4 chance of it, Thinking i have just been wasting my points all this years...
Besides even if he had half of them, who in the world would have enough points to buy 4000 tickets..
