The "Defense Cap" for tanks refers to being fully crit-supressed, aka making it so that no PvE enemies can critically hit you.
TL;DR The answer is neither. It's 536 (670 rating) + 15 resil from shoulder enchant, and the numbers are 5 Defense Skill Lower for def cap in Heroic Dungeons, ie 531 Defense + 15 Resil for dungeons.
Against Level 83 Raid bosses in WotLK (which is all raid bosses) you need 5.6% total Critical Supression. It takes 540 def skill to achieve this, but resillience also adds crit supression as well lowering the amount of defense skill you need.
If you are using the 30 Stamina + 15 Resillience Shoulder enchant from Org/Stormwind city for 10k honour (http://wotlk.cavernoftime.com/item=44957), which is the best Shoulder Enchant for tanks, the 15 Resillience adds to your crit supression and lowers the numbers needed for full crit supression to 536 Defense skill, which is achieved with 670 Defense Rating total.
536 Defense Skill grants you 5.44% Crit supression, and 15 Resil Grants 0.16% Crit supression for your total of 5.6% crit supression, as these 2 numbers work additively.
You can also use this macro find out how far you are from the defense cap (it also factors in resillience)

If the number from the macro is negative, it means you are that many points OVER the def cap.
Note that for Heroic Dungeon Bosses, you need 5 less Defense Skill than for raid bosses, so the Def cap for Heroic Dungeons is 535 defense skill with no enchants, and 531defense skill with the 15 resil shoulder enchant.
And fyi you start at 400 Defense by being level 80, and each 4.92 Defense Rating gives you 1 extra defense skill.

It's not that I disagree with the rest of your post, you are completely right that when properly enchanted and so on the defense you need isn't actually 540. However, when it comes to "defcap = 540/545?" the answer is indeed 540. What you explained nicely was more to do with what crit immunity generally is and how you can attain it.
It's not working for my dk, do it need to be modified?
