Problems with a item of Summer Solstice Event

I have a problem, I am from the Frostmourne server.
Enter the summer solstice dungeon, win the cold winter cloak for my priest but I can't equip it

Does anybody know what is it due to?

That is not a bug, it is a feature.

You are not supposed to be able to equip items that overpower the progression tier from an easy event.

As in if an item has an ilvl higher than 226 you ll be able to equip it only when the ulduar patch hits.

Or maybe even ToC patch.

My money is on ICC patch (like it was originally). Sure, 232 cloak drops from Uld 25 HM - but the point is you can get this cloak and the staff from a spammable dungeon - no one walked into Ulduar or ToC on retail with a 232 cloak you can get from a spammable dungeon.
