WotLK Celstial Steed and it's upgrade to 310% base flying speed

Hello, I want to ask if celestial steed is bugged because it's supposed to upgrade to 310% if you have other 310% mount first but i've asked some people and they said it didn't work for them and it's still 280%. I have Onyxian Drake and I wonder if it will upgrade it, please tell me so I don't waste my coins, thanks in advance!

I have celestial steed on my main with swift nether drake 310% and it's 310% now, it used to be bugged, but it got fixed some months ago
