ArP/Resillience

As the title says, I've seen on numerous posts that ArP and Resi aren't working properly, could someone confirm if this is true, and if it is, to explain a bit?

I believe they work is just people dont understand that we are in the lowest gear of the xpac and the maximun amount of resilience or arp obtainable atm is really low in comparison.
