WotLK Cannot Learn Flying in Northrend

I'm an Alliance DK and can't learn the flight skill for Northrend, yet I can fly in Outlands just fine.
I don't know if I am missing something or if it's bugged for me.
Any help appreciated.

You can learn it at level 77. Or you can send Hierloom Tome from level 80 char to your alt and fly in Northrend at level 68.

Ah. Should really show that you can learn it in the window. Clearly causes confusion when it doesn't even appear.
