So all he was doing was switching out the libram that gives block value when you use Holy shield and the libram that gives BV when you use judgment. It does give you more survivability yes.... but you lose GCD time and your auto attacks reset when you switch in combat.
So it honestly isn't worth using, swapping to seal of light will give you more survivability if you're really that worried. Now that being said, what you can and SHOULD be doing is swapping out the libram that gives consecrate spell power and the holy shield BV libram as Ulduar has several aoe fights that also turn into a single target fight usually with convenient downtime so you can swap librams with zero downsides. Fights like razorscale, thorium, maybe even Freya etc.
