Since many people are confused, myself included, I made a list of of item level needed for dungeons:

This is not precise and chances are i might get wrong so please don't crucify me, just sharing what I think.

Min item level for RDF Heroics - 187
Min item level for FOS/POS/TOC - 200 (normal)

Note that this is Min item level, not average, for Warmane, I unlocked FOS/POS/TOC after replacing my shoulders 187 with 200 ilvl. Don't belive it matter if you have shadowmourne as long as you have a trinket ilvl 167.

Gearscore does not matter. But for your information, you should be around 3.2k GS for RDF heroics and 3.7k GS for FOS/POS/TOC.
