Can't enchant ilvl 37 boots with tbc enchant

Hello,

I figure this is a good place to ask. I was trying to enchant Swampwalker Boots (ilvl 37, requires lvl 32) with Surefooted enchant (requires a level 35 or higher item), but it said the item is too low level and wouldn't allow me to apply the enchantment scroll.
I assumed it was either a bug or that perhaps enchanting considers both ilvl and required level for some reason and moved on, but recently I saw a couple of people having this enchant on the exact same boots.

My question is: What's up with that? Is it possible for me to enchant the boots in some way that I'm not aware of?

Edit: After some experimenting, I figured out how to do it, so I'm leaving it here in case anyone is interested. While it was not possible to use the scroll on the boots on my twink character, trading it to another character and having it enchanted through the trade window did the trick for some reason.
