WotLK Commander Ashlam Valorfist doesnt give you the Skeletal key Quest Chain

Good day, i happen to notice this particular NPC doesn't give you any kind of quest in the Chillwind Camp, Western Plaguelands. i'm looking for doing this quest chain to get the skeletal key for the scholomance dungeon, im aware there's other methods to enter the dungeon but the other reason i'd like to acquire this key is to complete the achievement "The Keymaster" is there any possibility to fix it?

You need to do the "Call to Arms: Plaguelands" quest

that one is optional but i noticed that the criers in every capital city also dont give that particular quest, but they do give the ones to go to silithus and darnassus

It isn't optional on Warmane. I had to do it before I could start the questline.
