Why can't I make any characters?

I tried to make a new character but I keep getting an error message saying I cannot. I even tried deleting one of my characters but I was still unable to make a new one. What gives???

What does the error message say. "You cannot"? Never seen that one.

There is problem with hairstyles. Change them and try to find one that'll allow You make a character.

You can change it later in-game via barber.
