[[WOTLK] Commander Ashlam Valorfist doesnt give you the Skeletal key Quest Chain

Good day, i happen to notice this particular NPC doesn't give you any kind of quest in the Chillwind Camp, Western Plaguelands. i'm looking for doing this quest chain to get the skeletal key for the scholomance dungeon, im aware there's other methods to enter the dungeon but the other reason i'd like to acquire this key is to complete the achievement "The Keymaster" is there any possibility to fix it?

PS: the criers in each capital cities also don't give you the optional quest "Call to arms" wich tells you to travel to Chillwind Camp and talk with said NPC.
