Just Following Orders - Frenzyheart/Oracle chain quest

I was wondering if anyone is having a problem with this part of the chain quest. I can't seem to talk to the Injured Rainspeaker Oracle or trigger the fight with the Crocosilisk, I tried going to the six locations still not triggering or abandoning the quest and accepting it or loging out and in, it's not working.
Can anyone suggest what to do or is this really a bug?
