The tittle says it all. I'm a old school ICC (realm) player , but I want to exp old content (little bit late to catch ..) . Is worth starting now ? Is it too late? Is the player base active ?

Yes.
It's active, you have many pugs of both Ulduar and Naxx. There are still 2 moths of Ulduar, while catching up on 1 alt is gonna take 1-2 weeks. With double raiding lockout (resets on mondays and fridays) you are bound to have a lot of content left.
