Nope, you're not.
TBC content is available on WotLK aswell it's just rarely done since outdated.

Is there a reason why during character creation it shows every class usable with every race? On my brother's download it looks correct but on mine its bugged... it wont let me make a night elf paladin obviously but it lets me select it... strange.
