If I got it right you want to level your lockpick past 250?

A good spot is in Searing Gorge, in the dark iron cave below (The Cauldron). A lot of lockboxes there, aside from the pickpocketable mobs themselves.

Also, BRD´s doors will level you up, up until 275 If I remember correctly.
