Can't be Honored in Sons of Hodir

I everyone! I'm trying to get the Sons of Hodir's shoulder enchant but because a unknown reason to me keeps my reputation at 999 despite me doing quests, trading relics of ulduar with them and buying reputations with them with emblem of triumph. Does anybody know the reason of that?
