WotLK Lvl 40 Mount unavailable

Hello,
I read about the possibility to get the lvl 40 mount by going to the horseman.
I didn't get the possibility to train riding.
I am now lvl 60 and just get the very expensive quest to do the same.
I am concerned and wanted to know if I missed something when I was 40?
Playing on frostmourn, 3.3.5 WotLK.

U need to still buy the riding skill... your class trainer will teach you the mount almost like a spell.

When I go to Shalenn, the Stable Master from Silvermoon City, she doesn't want to train me to anything, she just casually say "Greetings **".
I don't understand.
I am now 62 ans got all the items for the quest, still can't get the items back, I think maybe this char is bugged ?

Edit : Stable master is for pet hunter. Look at horseman / Journeyman riding NPC... my bad.
