There isn't double experience. Do you have any proof to back this up? Only thing I can think off is the rested bonus.
Yes, there is. Just created a character, for killing mobs give double the experience with the rest. But it doesn't have to be when you're just creating a character.

I don't really speak Russian but I assume it says "You are rested"
When your character is rested you get more XP, but it doesn't stay rested forever. You need to visit a city for your character to rest and get more XP later.

I created a character and it says that, and the chat also says you get an exp bonus for each kill. Odd.
It shouldn't be like that but in any case it should stop around level 2-3 and you will be getting normal experience then.
