I think there is an issue with guards in every single major hub. They either do 0 damage or they won't spawn, or are to low level for the enemy faction who is doing the killing.
On retail WOTLK in Tanaris to list one example the guards would net you and wreck you. On here there can be 10 guards on one player and the player doesn't actually lose health. It leads to spawn camping low level players in a hub that would be "Relatively safe" I put quotes because there's still a chance to be ganked. But if it was working as intended the player who killed you would die shortly after.
