I guess your question is "why have you removed this cloak?" ( and not: "why did you release... etc")

Maybe just an issue (It happens often on Blacrock when they do some update on vendors npc)

Btw horde version of those "258 ilvl ToCG" cloaks are still available.
So, if you need that cloak, you can change faction > buy the cloak > go back alliance (but you would lose your "Arena Team/Soloq" in the process, if you have one)
