I'm a bit confused, I see some people going full quick king's amber and some a mix of runed cardinal ruby,reckless ametrine, energized eye of zul and quick king's amber.

Your first aim is to reach 1269 haste. This is your soft haste cap needed for 1 sec cast time of LHW including all raid buffs. More haste will boost your Chain Heal as well as HW in some scenarios. Some shamans play for soft haste cap and rest throw into spell power. According to math and raw healing 1 point of haste raiting is just slightly better than 1 point of spell power but since huge amount of this spell power goes into overheal, haste raiting becomes king for shaman. In the end the balance of the stats is the key. It's not perfect to play with full haste gems neither with full sp gems while BiS. Your gear is too low to even think about. Go for haste.
