Frostmourne vs Lordaeron PVE difficulty - UPDATE? HELP?

Hey guys, deciding to play on either Frostmourne and Lordaeron DEPENDING on an update which hasn't been updated ever since the announcement release of the Frostmourne server.

The is what I am referring to:

"Raiding content will be tuned as current Lordaeron's content is tuned. This is not the same as on Lordaeron launch, as we have refined the difficulty over the years considering large amounts of player feedback, striking a balance and achieving content difficulty that is challenging but far from impossible for the average player. This is still in the stage of careful consideration and community feedback is welcome."

My question is pretty simple:
1) Is the PVE content on Frostmourne and Lordareon difficulty the SAME? If not, which 1 is harder?
2) Which one of those 2 servers is more active during NA times (~11pm EST) and which faction?

The PvE content has the same difficulty, Lordaeron used to the harder but was nerfed
