WotLK Toc bis gear

Hey i am playing on Frostmourne server which is currently on Toc content. I was wondering about the T9 2-set and 4set. Are they worth getting? 2-set seems fine but 4-set seems kinda useless to be honest. If the 2-set is worth getting which parts should I go for? Right now I need to upgrade my shoulders but long-term wise maybe there are better shoulders to get so I skip this and get another piece?

2piece is amazing, 4piece is p.bad for non-BMs.
The usual pieces taken are hands (as the only worthy replacer would be leather gloves from 10hc, with arp for MM), leg piece or head piece (for which you dont go if you miss hit rating)
As for shoulderpiece, the offset vendor (45eot) are amazing, those are ur bis

in case you are not farming togc10 twice a week, tier hands are a good'n'cheap piece to get your 2p bonus
