Why arent there any legendarys from tbc for transmog available?

Or classic for that matter. Or naxx 40 items.

I understand not having current leggos available, but all that other stuff is dated. Can farm.bindings with a small group, and bow or glaives too, but doesn't make much sense as it's all irrelevant to current content.
