Can someone point me to the place (on the forum or otherwise) where the Warmane staff list the recent changes to Valithria? The fight is much different now -- both with frequency of adds and abilities on adds.

https://www.warmane.com/changelog this is your only and best bet to see changes that warmane devs make and post. The difficulty of encounters isn't publically known, so players have to make their own research - the last post about this is very old tho, about 2 years, so no specifics are known from then.
Thanks -- so that begs the question: do Warmane devs frequently buff/nerf certain bosses without telling anyone? And is the new difficulty of Val a bug or a feature?
I saw it coming, for one, ICC released on Frostmourne which means it got another closer look... which means some obvious exploits and bugs have been fixed
the new difficulty is a fix, bringing the fight overall closer to retail values. The only part of it that might not be blizzlike is the hardstacking required inside portals right now
