WotLK A bug or a bad luck?

Hello! I'm currently gearing up a tank character and trying to get this item Fossilized Ammonite Choker (a tank necklace from HoR HC).

And it just not dropping. I've been going to HoR HC every single day for exactly two weeks now and it didn't drop not even once. It's becoming somewhat frustrating, considering every other item from that Lich King escape encounter has been dropped more than a couple of times, while some of those items like one-handed mace Black Icicle is dropping literally every day. So I'm wondering, if anything is ok with those items drop rates, I mean is this necklace being dropped at all? Has anyone seen it being dropped recently? Should I file a bugtracker report for a possible drop rate bug or am I just being extremely unlucky here?

I'm playing on the Icecrown server, to be specific.

8.3% drop chance, 14 times, that's a ~29% chance not to have seen the neck yet. It could perfectly be bad luck.
