You most likely didn't do "The Refiner's Fire" quest.
Backtrack and continue the questline.

If you did all quests (after checking above), open a ticket in-game and explain your issue.

This questline starts with drop from fire elementals near forge?Im completed this questline too, when i come to home, i will open ticket.

Why is reading such a challenge..
Clearly states it drops from the giants, not fire elementals.
