Is it possible to redo a quest?

Hello, I have been wondering if it's possible to redo a quest, more specifically Weakness to Lightning ID:11896. I went for Tier 4 tmog set on my Rogue and i would like to have the lighting aura from that quest around my Char, It's a Horde-side quest, do you think swapping to Alliance back to Horde would reset it, anyone has any experience on that? Thanks for your time!

You can't redo a quest, GMs won't give you the quest item if you ask in ticket and switching Horde>Alliance>Horde wouldn't reset it.
